Inspirations Home Care, a residential care facility for the elderly (RCFE) licensed to house six non‑ambulatory residents in Corona, California, underwent three unannounced annual inspections between October 2022 and November 2024. Each inspection was conducted by a California Department of Social Services Community Care Licensing (CCL) Licensing Program Analyst (LPA) and focused on a range of regulatory areas from infection control to documentation and physical plant standards.
The October 26, 2022 inspection centered on infection prevention. Caregiver Rosemarie Macadangdang welcomed LPAs Victoria Chitgian and Ryan Gardner, who observed a robust temperature‑ and symptom‑checking protocol, visible COVID‑19 postings, adequate hand hygiene supplies, and a 30‑day supply of PPE stored in a hallway closet. All staff and residents were seen following the facility’s COVID‑19 monitoring plan, and LPAs noted no health or safety concerns, resulting in no deficiencies cited under Title 22, Division 6.
A year later, on November 7, 2023, LPA Ryan Gardner again visited, this time identifying two procedural deficiencies. The facility stored Resident R1’s medications in plastic cups outside the original prescription bottles, a Type A deficiency under CCR 87465(h)(5). In addition, none of the three residents examined possessed documented needs and services plans, creating a Type B deficiency citing HSC 1569.695(e)(2). The licensee committed to corrective actions—including re‑storing medications in original containers, completing missing plans, and training staff—by the specified due dates. Aside from these issues, the facility maintained adequate furnishings, temperature control, functional smoke and carbon monoxide detectors, and proper food and staffing arrangements.
The most recent inspection on November 14, 2024, led by LPA Mary Rico, found the facility continuing to operate in compliance with all relevant regulations. Physical plant inspections confirmed clear passageways, appropriate lighting, and well‑maintained bathrooms; food service and staffing remained adequate; and resident files reviewed by the LPA were deemed complete. No new deficiencies were cited, indicating that the corrective actions taken in 2023 were effective and that the facility sustains a high standard of care, safety, and regulatory compliance.
