All three allegations were found unsubstantiated; no deficiencies were cited.

The second investigation addressed concerns that residents’ dietary needs were not met and that authorized representatives were not informed of changes in a resident’s condition. Review of the facility’s menus for March–September 2020 confirmed that low‑salt and diabetic‑appropriate options were offered. Documentation and interviews revealed that the facility consistently updated residents’ representatives on health status changes, including transfers to skilled‑nursing facilities and hospital visits, and that changes were communicated through written assessments. Consequently, the allegations of inadequate diet and poor communication were also unsubstantiated, and no deficiencies were recorded.

Across both investigations, patterns emerged of robust adherence to California’s group‑home regulations: medication protocols, sleep‑respecting check schedules, privacy agreements, and dietary compliance were all in alignment with policy. While multiple complaints prompted repeated inspections, the licensing office found no evidence of non‑compliance, and the facility maintained its capacity and census without recorded deficiencies. The home’s staff demonstrated consistent responsiveness to resident needs and regulatory requirements, and the unannounced visits reinforced ongoing compliance and accountability.
